You should be able to download an Excel viewer that will enable you to open
the file, you will not be able to edit it though without having Office or
Excel installed on your machine but you will be able to view the
attachments.

Windows XP is your computer's operating system. It does not include
any Microsoft Office programs, such as Excel. You can purchase
Microsoft Office or Excel at your favorite store that sells computer
software programs.

Why can't I open an excel spreadsheet file, sent to me as
an attachment via email, if I have a new computer with
Windows XP????

Presumably because you don't have Excel installed on your
computer.

If you think Excel comes with Windows XP, that's not correct.
Neither Excel, nor any other application program, has ever come
with *any* version of Windows.

If you want Excel, you can buy it, either by itself, or as part
of Microsoft Office. Or you can download a free Excel viewer from
MS.

If you think Excel comes with Windows XP, that's not correct.

Did your computer by chance come with Corel Quattro Pro preinstalled?
If so, you can open Excel files with that.
