Shutting Down

For some reason my computer will no longer shut down when
I click on "Start" and then cilck "Turn off computer".
I have also tried to shut it down through "CTRL-ALT-DLT".
This also will not shut down my computer. What setting
has some how been changed and or how do I change this
back. Thanks for the help and info.
