Slow Response to right click

There are times that it takes 30 seconds or more for the
context menu to pop up after a right click on any desktop
item. Wht's up?

Right-click on MY COMPUTER and select:
Properties > Advanced > Performance Settings
and uncheck "Show Shadows under Menus"
and click APPLY.
