System Restore not protecting my Computer

When I open system I receive the following
message: "System Restore not protecting my Computer.
Restart your computer, and then run System Restore again."

I've done this and continue to get the same message. Any
suggestions on how to get System Restore to protect my
computer?

I did check to see that the protection was not
inadvertenly disabled.
