Task Bar Icons Missing on startup

On start up, the icons in the task bar by the clock are
missing. The programs they represent are running, but the
icons are missing. Happens ever time. If I log off and
back on again as the same user, they are all there.
Didn't used to do that. Would appreciate some advice.
