i am currently running XP with a pentium 4 at 1.8ghz on a
Dell Inspiron Notebook. however, it indicates that i'm
only running at 1.05 ghz. what i would like to know is
how to adjust the processor speed so that it will run at
1.8.

SpeedStep setting adjustments may be only available
in your computer's BIOS. Refer to your computer's owner's
manual or support website for information on making BIOS
setting adjustments.

The Processor Speed May Be Reported Incorrectly in Windows XP
http://support.microsoft.com/default.aspx?scid=3Dkb;en-us;316965

"Windows XP differentiates between a processor's current speed and=20
its maximum speed. In computers that use processor-throttling =
technology=20
(such as the Intel SpeedStep or AMD PowerNow! technology), the=20
processor's current speed may be different from its maximum speed."=20

"The processor's speed may be reduced to conserve battery life. If =
Windows XP=20
queries the processor to determine its maximum speed while the =
processor is in=20
a throttled (or reduced-speed) state, Windows XP reports a processor =
speed that=20
is lower than the processor's actual maximum speed."=20
