DOES WINDOWS XP HOME EDITION HAVE A BACKUP UTILITY?

Bill;
NTBACKUP is not installed by default in Windows XP Home:
http://support.microsoft.com/?kbid=302894
If Windows XP Home is OEM, the files may or may not be available.
In that case you need to get a 3rd party application if a back-up
utility is wanted.

NTBACKUP can not save directly to CDs:

Also please do not use ALL CAPS in newsgroups.
ALL CAPS is considered shouting and rude.
