XP Shutdown

I am having a problem usung the Shutdown on Windows XP.
When I choose the Shutdown Icon, the system does not shut
down. Restart has the same problem. The only way I can
use shutdown is to the log off screen and choose shutdown
from there.

I have tried other siotes but cannot find the solution.
