Trying to be a responsible parent, in security center I set up some security
measures so my kids could surf safely. I wrote down the password but on going
back in to modify it will not work so now I can not change or disable the
settings. Is there a way I can rest the password or get it changed without
having to re-install.

Think about it. How do *we* know that you aren't the kids trying to
circumvent their parents censoring? You cannot be identified as the owner
or parent simply by your post. Also, I think you are confusing the Security
Center for Windows with the Content Advisor in Internet Explorer. The
Security Center doesn't have a password. Content Advisor in IE does have a
password.

A Google search will show up possible solutions, one of which is mentioned
at pchell.com. I only mention the site and how to find the solution because
how Microsoft implemented the password is ridiculously easy to circumvent.
Hopefully Microsoft will make the password as secure as it is for the user
login and, in which case, if you forget then you won't ever get back in.
