Windows updates to run continually on disk

We are a government entity with many remote locations that
do not have access to internet, nor the ability to do
internet windows updates. Although we can download the
updates to a cd (for our road trips) and install them
separately (one file at a time), how do we get them to run
continually...one right after the other without having to
manually install?
