"~" file on desktop

How do I permanantly get rid of this "~" file? It pops up
whenever I add a person to my Outlook Express address book.
My computer will not even open it and it is extremly
annoying. PLEASE HELP ME!!!!!!

Simply delete it. It's the byproduct of a Windows update patch.

that there was something I could do that would fix the
problem so it wouldn't come up again. Have ypu heard of this?
