No Shutdown

I am having a problem with Windows XP it is not shutting
down at all. When I have my cursor on the Turn Off button
the background fades to black and white. I then click on
Turn off and nothing happens. The system just keeps
running. Its the same with restart.

Any Ideas. Thanks
