I have several PC's running XP Pro. I have noticed that
the performance is degrading on them. It is taking too
long for programs to open/respond. I have the latest
service pack and updates. I have also ran disk clean up,
defrag and scan disk. Any other suggestions?

Unfortunately some of the latest Win Updates have contributed to the
degraded performance. Fifty percent of the posts
here lately have been just about this subject. Yet I have not
experienced the same problems and have all the latest
updates. Try reducing the number of programs that open on startup. Go
to Start>Run type: msconfig Select
Startup tab and uncheck those you can do without. Also try Bootvis a MS
utility. http://www.softnews.ro/public/cat/12/2/12-2-1.shtml You might
want to dump some of your old restore points.
MyComputer>Drive Icon rt click select properties>disk cleanup>more
options>system restore>cleanup.
