Windows Updates/Security Packs

Can't update Windows Updates from the Windows Update
site. It doesn't install. WHY?????

When a Windows update appears without going into the
site, I install that particular update and it installs,
but I get the same update to install each time I log into
my computer. I then install it again thinking it never
properly installed only to find out that it did install.
I have 3 installations of the same thing. WHY?????

Why is this happening and how do I fix this error? Is it
a microsoft problem?
