Problems w/System Restore

When attempting to run Restore, I get the following
message:

rstrui.exe entry point not found

the procedure entry point
RemoteAssistancePrepareSystemRestore could not be located
in the dynamic link library WINSTA.dll

Any idea what's going on? How do I get Restore back?
