Welcome Screen

I had to reload my machine and when I did the Welcome Screen is not
appearing. I have created multilple user accounts and only the original one
prompts for a password and the others are not listed. When I attempt to
change the Welcome Screen options in User Accounts, the options are greyed
out and the error message points me toward a dll called, GTGina.dll. I am
not sure what I need to do to get this functioning again. Assistance would
be greatly appreciated.
