Mouse won't click, keyboard won't type, no Start Bar

[Stuck]

My mouse will move but not click. Typing on the keyboard doesn't work. When
I put my cursor over where the start icon and bar should be (there's just a
blue bar), I just get an hourglass.

I started the computer in safe mode, removed temp files, ran Microsoft
spyware (it found nothing) and defragged the drive (in case it was a space
issue). My Norton antivirus wouldn't start.

Any suggestions?
