Blue screen on startup

When I turn on my computer it loads to the blue windows XP screen then stops.
It doesn't give any error messages or anything. Then I tried the F8 menu at
startup and all of the options work but they stop at the blue screen again.
Any suggestions??

The blue welcome screen? See if this article applies:
