tv tuner cards

hello. ive installed a yaun tv card,put in the driver and the wizard stops
and says i need 'ksuser.dll' file from service pack 2 cd. i downloaded pack 2
a while back.i cannot find file. just want to watch some tv on my pc .anyone
help
