Win XP bad install

i've never had XP act weird (like the previous OSs) until
now. I installed and Windows Explorer does not display
ANY icons for the folders, drives, My Computer, etc only
on the left side. The right side where you view the files
it displays icons correctly. The left has no icons at
all. Can i re-instal Win XP? there is no such option when
loading the disk, or would simply installing and
Upgrading do the same as a re-install?

solve my problem

P.S. I dont wanna have to wipe again and start over,
thats why i ask.
