I am having the same problem and I am in the pacific time
zone also.

**** You need to make sure you have a FIREWALL enabled ****

Open XP's "Help and Support" and type: FIREWALL , and hit enter.
Click on the topic titled "Enable or Disable Internet Connection =
Firewall".
