Windows Class Installer

I have been trying to install an epson scanner on a winxp
home computer. The error it gives me is that the clsas
installer has denied the request to install or upgrade
this device. I have talked to epson and they say that it
is a problem with the operating system, and I need to
contact microsoft. The computer has just been formatted
and had a clean install of the operating system.

Any ideas??
