Are you not supposed to put label on DVD's like you can on CD's? I've made a
couple of DVD's and put labels on them. They will play but will have
periodic fuzzy and garbled areas throughout the video.

No you are not. It upsets the delicate balance of the disk in the player.
Do without or use a LightScribe unit.
Personally I use a Sharpie.

Or get cheap (<$100) inkjet printer that can print
directly on printable DVD's.

In the US that would be an Epson because they own the patent. Anywhere
else, almost all the manufacturers include the CD printing tray.
