DCIMAN32.dll Error - Help Please

Hello and thanks in advance for your help.

Running Windows XP (Home Edition)

When I attempt to review any video file, I receive the following
error:
>>The application has failed to start because DCIMAN32.dll was not found.
Re-installing the application may fix this problem."

However, DCIMAN32.dll is resident in the system32 directory.

I can't delete it.
I can't rename it.
I can't overwrite it with a new version, not even in Safe Mode.
(I downloaded a new DCIMAN32.dll from Freeware, but I don't know if its the
correct file.)

I found a "solution" from Expert Exchange... this solution suggested that I
EXTRACT the file from a Windows XP install disk. I "borrowed" a Windows XP
Pro cd from a friend.. and followed the directions exactly to Extract this
file.. but it still won't allow me to copy over the new file.

I inadvertantly had System Restore turned OFF, so I can't go back and
Restore from an earlier restore point.

I tried to use the Repair feature from a Windows XP Pro cd.. and recieved
the following message from the Windows Setup screen:

c:partitionon1 [NTFS} 57224 MB (41787 MB free)

QUESTIONS
1) What do I do? eeeeek!
2) Is there any way to boot this machine and bypass the Windows XP
operating system so I can delete this file and copy in a new one?

I'm quite a NOVICE and sadly, I need Step-By-Step instructions..

Please, this is so important as I have to give a multi-media intensive
presentation very soon.

The file seems to have gotten corrupted.

Hopefully you have a Windows XP installation CD. If so, try this: go to
Start -> Run, type MSCONFIG and click OK, click the button for Expand file.
Type in the name of the file to replace in the File to Restore field
(DCIMAN32.DLL), in the Restore From field, choose the option (probably the
drive letter for your CD-ROM/DVD where you will place the WinXP installation
CD), and type the name of the destination folder (Windows\System32) in the
field for Save file in. Then click the Expand button.

If for some reason it won't let you do it with MSCONFIG, then you can try
using the EXPAND command from Recovery Console:

Description of the Windows XP Recovery Console

(You need to make sure your primary boot device is the CD-ROM drive -- go
into the BIOS to ensure this, if necessary), boot from the Windows XP
installation CD-ROM, then use the EXPAND command, like this:

expand d:\i386\dciman32.dl_ c:\windows\system32\dciman32.dll

(where d: is the drive of your CD-ROM)

Then type EXIT and when the pc reboots, you should be able to boot into XP
and be without this error message.
