Importing Videos

Is there a way to import a video, that is from a cell phone, into Windows
Movie Maker? Everytime I try it's telling that it cannot import the videos
but, it does not give me a solution or resources to try and fix this
situation.

The video format needs to be converted,download WM encoder 9 series,in
the encoder,select,convert audio/video,locate the file,convert.
