Obtaining the hotfix from KB887131

I have been having some audio/video sync problems when capturing tv on my ATI
video card. The ATI KB website says that sync problems may be caused by
Microsoft and they have a link to KB887131. This KB article says a
downloadable hotfix is available to fix this issue, but I cannot find this
download anywhere.

How do I get the hotfix refered to in KB887131?

You call Microsoft and ask for it... there is no charge. They will email
you a link and you can then download it.
