On HP laptop, with XP Home:

After turning on unit, get most of the normal Log-in/Log-out page, except
that the right hand side of the page (which normally shows my username and a
box for entering my password) is completely empty - except for the background
color of blue.

All one can do on this page is Log off (in the lower left corner)

I'm at a loss. I can only advise you to if you use system restore try
restoring your computer to a time before this started happening. You can
access system restore and other functions at system startup by pressing F8
after the startup drives detection screen disappears.

Thanks but F8 was tried before going online here
but did not result in any action on my laptop.

The options presented momentarily are:
ESC, F2 and F12 (for LAN).

Those are for the post POST BIOS access, start tapping the F8 key right
after those options are displayed.

Choices made from F8 options render same results =
no username shown & no password entry box =
no direct way to log in.

Isn't there a way to access my restore points to
return to a safe operation date? (I do not see
this listed as a selectable option after
initiating the Safe Start mode).

Used F8 and selected Safe Start mode,
which results in the same partial log in
page (- still without any username
shown or a password entry area).

Is there a way to select a restore point
from within the Safe Start mode (before
the sign in page is presented)?

I posted today about the same problem with an HP Laptop, and it probably
happened about the same time. I suspect it was after an hotfix, and it has
recurred. Was there any resolution to this?

I had the exact same problem on an HP laptop a couple weeks ago. When you
get to the log on screen, or at least where the logon screen is supposed to
be, hold down CTRL-ALT and hit DEL twice. That will bring up a logon screen
for you. Try logging on with your normal name and password or try
"administrator" and no password. That is the first step to try.
Unfortunatetly, I found that I couldn't log in at all. After searching and
posting to forums with no luck, I booted from my System Restore disk, and
ended up reinstalling Windows over the top of the current installation. I
was then able to save "My Documents" to a jump drive. Installing Windows
that way causes other problems, though, and ultimately I reformatted the
hard drive and started from scratch. Good luck!

I just saw a very detailed thread on a google xp group. It looks specific to
HP, and may be service pack related. Mine re-occurred when I reloaded the OS
from HP floppies.
