windows service recovery

windows service recovery is not working for me. Under what condifitions it
wil trigger the action like restart, run a program or restart the computer?

If you are talking about the system restore, it does not automatically
restore the computer, but manually through user input. If you are talking
about the recovery console it too can only be accessed manually at system
boot. However, if these aren't the things you are talking about, it may be
you misinterpreted a function of windows XP or received some false
information as i'm not aware of any function called "service recovery" or
"recovery service" which functions automatically.
