reinstalling XP Pro

After reinstalling XP I no longer am able to get Help and Support with the
blue window that contains a lot of information such as restore and other
very useful programs.

Originally I could click start and there was an item "Help and Support"
that I could click and would be taken to this blue page. But after
reinstalling XP a few times I am not able to get this. Anyone can help
please.
