Slow Computer

I use Windows XP, I.E. and Outlook Express.

When I download anything from the net, minimise that
download and go to another site, my computer slows down
considerably.

Sometimes it takes about two or three minutes for the
selected site to come up on the screen.

Why is it doing this and how can I get it to work faster?
