DVD stuttering problem

I have a new system with a GeForce 7800 GT OC video card (using the dual
display). The DVD decoder is Cyberlink's PowerDVD.

DVD playback is superb using PowerDVD, but when I use WMP or any other
application (e.g., Interactual), the playback is horrible in that the audio
and video stutters.

I have tried many things, some of which include...

Set the graphics acceleration to "none", lowered the display settings,
upgraded the firmware on the DVD-ROM, upgraded the video drivers, upgraded
the audio drivers, tried multiple DVD-ROMs, tried other DVD decoders, etc.,
all with the same result. It is important that I be able to play DVDs using
an application besides PowerDVD (a separate application is used to display
words to songs, DVD video, etc. to a screen).

What else could be causing the DVD to stutter?
