RAR files are compressed files like Zip files. They are made and
decompressed with the program WinRAR. Look for it online.

Once you have installed WinRAR on your computer, find the RAR file you
have downloaded and right click it. Choose open with WinRAR. In the
WinRAR screen that appears, choose extract to. Note what folder it will
be extracted to. After extraction look in the folder and you hopefully
will see a video file that you can play on your computer using WMP.

Do you mean you have a *.dat file? Then you have a VCD.

Open WMP, and then from the Play options, scroll down to DVD, VCD or Audio
CD. Point it to the dat file.

Now you need to extract the MPEG file from the BIN - right now you're only
half way there.
