Desktop File

I have a desktop file that keeps appearing on the
desktop, even though I keep deleting it. The file is
just called ~, and doesn't seem to have any other name.
Can anybody tell me what this file is?

The tilde is a result of this Windows XP patch:
http://www.microsoft.com/windows/ie/downloads/critical/330994/default.asp

The file is created when changes are made to your XP Address Book.

The file can be deleted with no problem.
