registry file - it is still in use by other applications
or services. The file will be unloaded when it is no
longer in use.

Question; How do I make it happen?

Right click on My Computer, select manage. Look at disks,
you may have more than one instance of CD-RW drive
installed. Delete all of them and reboot.
