Cannot shut down automatically

Is there a fix for Windows XP Prof that will allow the
computer to shut down automatically?
My brother installed XP Pro the other day and now it is
acting funny on shut down. WHen I hit Start - Turn Off -
It acts like is is going to shut down and then the cursor
pops up again. Any ideas?? I have looked thru the
knowledge base and still stuck. Thanks
