You are required to purchase a licenses for each machine you will install
Windows XP onto.
You may purchase this license as part of buying a copy of Windows XP or you
may choose to just purchase the license(no CD ROM).

Yes you need to purchase one copy for each system and this has always been
the case with Microsoft operating systems. Windows XP just enforces the
license agreement now with Windows Product Activation. Read more about WPA

Of course. Just as you did for every previous version of Windows.
The rule is quite clear. It's one copy (or one license) for each
computer. There's nothing new here. This is exactly the same rule
that's been in effect on *every* version of Windows. The only
thing new is that there's now an enforcement mechanism.

You do not have to do anything but if you want them to run you will.

Only if you want to have Windows XP on all of the PCs.
If your other PCs already have a version of Windows installed and you
are content to leave them with that version of Windows then there is
no real problem in setting up the network.

Good luck
