By default, it is off in Windows XP.
Right-Click on the desktop background somewhere.. Choose Properties.
(Or open the Control Panel, open the Display application.)
Select the "Desktop" tab.
Click on the button at the bottom for "Customize Desktop".
Under the section titled "Desktop Icons" - make sure the ones you want
visible on the desktop are checked.
Click OK.. Click OK.
Done!
Next time - Start -> Help and Support -> search for your answer there first.
It came up with:
If they are not already present on your desktop, you can add icons for My
Computer, My Documents, My Network Places, and Internet Explorer from the
Display Properties dialog box. Open Display, and then on the Desktop tab,
click Customize Desktop to add those icons.
Also, read my signature and follow the links and read the web pages found
there. Lots of great information on how to find these types of answers
yourself!

JC Carter,
Are you posting in HTML/Rich Text on purpose? The black background, yellow
text, etc is very.. distracting. Not to mention there are probably those
either much more bothered by it or incapable of reading it. If possible,
you may be able to change that to some sort of plain text - or at least not
do quite so much formatting.

Also - Peak asked about the "My Computer" icon. The answer is (hopefully) :
If they are not already present on your desktop, you can add icons for My
Computer, My Documents, My Network Places, and Internet Explorer from the
Display Properties dialog box. Open Display, and then on the Desktop tab,
click Customize Desktop to add those icons.
