Is there a way of sending an email using OE or Outlook from the command line??

No, but then you don't need either of these applications
anyway. Use on of the many freely downloadable command
line mailers instead, e.g. mailto.exe, sendmail.exe, blat.exe.

is there any way of using the sendmail.dll using rundll32.exe?

Perhaps, but why re-invent the wheel if the authors of the
mailers I gave you have done all the hard work?
