Does anyone know a program that will comvert a VCD to a DVD for
burning.

Plenty of assistance at www.vcdhelp.com. Just remember a VCD is the
resolution of a VHS tape (in fact slightly less)... you are not going to
magically increase the quality to that of a DVD just by converting the VCD
to a DVD. It's still going to look pretty horrible, it's just that it will
be on a DVD disk and not a CD disk.

....and because dvd players both the home editions and the software editions
play both vcd and dvd,
there is no reason to do this

Both Home, Pro, MCE and Tablet will indeed play... but only if the PC has a
DVD drive. I am presuming he wants to convert it to DVD either to edit it
or play it on a standalone unit.

ok again...
a standalone unit (what I called a home dvd player in my post) can play
vcd's
also there are many freeware programs than can play vcds.
the computer needs a CD player ONLY to play VCD not a dvd player.
