windows update site failure

i am haveing a problem with the new windows update site,
i get a message "thank you for your interest in windows
up date, windows update is only available for pc's
running windows 98 or later versions" at this url
http://v4.windowsupdate.microsoft.com/en/thanks.asp
my system stats are:
intel p4 @ 2.4 ghz
512mbs pc2100 ddr ram
windows xp home sp1
any help on knowing whats going on here?
