WindowsUpdate fails to download needed patches

WindowsUpdate says I need 24 critical updates, but the
download fails on every single one and they fail to load.
I just had to reinstall XP over my existing XP because of
a driver problem. I tried Windows Update on a second PC
and it also cannot download any update. Here part of the

Delete the contents of the Catroot2 folder. \WINDOWS\system32\CatRoot2

Change the URL from http://v4.windowsupdate.microsoft.com/en/default.asp
to
https://v4.windowsupdate.microsoft.com/en/default.asp
