Super Video CDs using XP home with 1024 RAM
If they play on my PC / DVD player, is it the other user's PC needs windows
updates? And a newer model DVD player?
But, what do you think is happening with the Super Video CDs made with Roxio
Easy Media creator? The folks that were mailed a SVCD said it would not
play on a DVD desktop player or a computer?
Yet they all played on my PC and also this CineVision Desktop DVD player.

What software are they using on their computer to play SVCD's?
It's not a default thing that a computer can play these.
It is also not a default thing that all DVD players (stand alone/home
entertainment type) can play all types of media.
