Shutting down

I recently upgraded to XP Pro from ME. The problem is
that the computer will not shut down properly. When I
click on Start, the two options given are: "Log Off"
and "Turn off Computer". If I click on "turn off
computer", the Turn off computer window appears. I the
click on "Turn Off" and the computer does not shut down.
The "Shut Down Windows" dialog box does not appear, the
pointer blinks and I have to shut down by turning off the
computer switch manually. It does not shut off by
itself. Please advise. Thank you.
