"Cannot find file..." upon boot

Everytime I boot my computer I receive an error message
that states "C:\WINDOWS\System32\Tools\LostRun.exe" cannot
be found...to check the path, etc.

How do I correct this? Is it necessary to be in my
startup to get my computer to boot correctly?

You could try creating a file or folder called LostRun.exe and place
it in C:\WINDOWS\System32\Tools. See what
happens.
