mouse and explorer problem

I have 2 problems,

1. Recently this started. When I move the mouse to any location, say
the start button and I click on it, the menu list pops up but the
second I try to slide the mouse up to make a choice the menu closes
and I have to do it 1 or more times before the menu will stay long
enough to make a choice. Does anyone have any suggestions to fix
this?

2. I have placed a shortcut to windows explorer on my start menu and
when I go to click on it nothing happens (often) If I open the task
manager, I can usually find 2 or more explorer.exe files, all of which
seem to be hanging. If I end process them all, and go to new task
(run) explorer.exe it will work then. It's pretty annoying. Any
suggestions?

TweakUI \ mouse settings
There's a menu speed area at the top. Midway seems comfortable.
