Also how often should you delete cookies, and internet
temp files?

Run the defrag Analyze, it will tell you if you need to defrag or not.
I think when you get about 10% fragmented. You can delete cookies and TIF's
as often as you like. I delete them every day. You can automatically
delete temp files.
Try this: Open IE/Tools/Internet Options/Advanced tab/clear down at the
bottom under Security/check: Empty Temporary Internet Files when browser is
closed/click Apply/click OK. You're good to go. Hope this helps.

You should defragment as often as necessary to maintain file system
performance :)
Each person's system is unique and the rate at which the file system becomes
re-fragmented varies. I would suggest that you monitor your drive(s) over a
period of time. When the fragmentation level gets to be of concern to you,
defragment again. This will give you a rough idea of how frequently you
need to defragment.
