I have successfully created a DVD on my computer and made copies for the
family. I have a family member in Germany that would like a copy. I noticed
that XP allows me to change my computer to Region 2 for Germany. If I now
burn a copy of the DVD again, will it be burnt as a Region 2 DVD and
therefore be playable on a German DVD player?

It seems that it should be that easy but I have painfully discovered nothing
ever is.

The DVDs you create on your PC are region free. It's only commercial DVDs
that you purchase that are region encoded.
