a strip of my screen

An area of my monitor is driving me nuts. That area
covers any screen that I am trying to look at. I have
used "system restore" to an earlier date and it is gone
for a few days... then up it pops again. What can I do to
clean up this problem? Please, if you know how to help,
send me instructions. Thanks...Helen
