I'm assuming from your description that when Windows
starts up, you get a diagnostic screen that says Windows
did not shut down correctly, and then gives you a choice
of starting in Safemode, safemode with prompt etc, last
known good, or Windows regular; and that what ever you
choose it doesn't work.

Try booting from the XP CD and go to install again. There
are a few things you could do depending on how trashed
your files are.
1. Try Repair this installion of XP, this will attempt to
install new versions of files that appear corrupt. You
might not get this option if setup does not recognise the
installation.
2. Go to Recovery mode. You will get a c:\ prompt. From
there you can try and repair by hand but you might just
have to run 'chkdsk /r' to repair the trashed files
(willtake a while). You can probably boot into safe mode
then.
3. Install another copy of XP alongside the existing one
(suggest windows2 as the install directory). You can then
reboot and choose this second copy as the boot OS (it will
be the first in the boot options list)
4. Format and reinstall!

If you don't have a bootable CD then you can download the
XP setup CD's from MS. This will create 6 floppy disks for
you rather like the NT disks.
