This is a part of the Dr.Watson feature.
First, have you checked that you have "dwwin.exe" in your Windows\System32
folder?
If yes, then check that Dr. Watson is running by Start>Run>drwtsn32
If no, then Start>Run>sfc /scannow. You may be asked for yourXP CD.
Let us know what happens.

It scanned to see if the files were in place. But now,
when I try to run any diagnostic tool in help and
support, it informs me that "the procedure entery point
doopenpipestream could not be located in the dynamic link
libary scrrun.dll." what is this about and how can I fix
this.
